This is an official Boy Scout knife.  It has jigged black composite handles and solid nickel silver bolsters.  Knife shows very light use and some small carbon spotting, but still retains a clear etch on the main spear blade.  All blades/implements open and close properly with no wobble.  Ed Holbrook's book shows this knife was produced c. 1958-1962.
