Towle, stainless, Solingen, Germany, 3in silvery (possible silver Towle was mostly a maker of silver flatware but maybe stainless) handle in a "Brighton Jewelery" style, both blades and scissors have mirror shine and appear unused and have great snap, the beautiful handles are epoxied onto liners and I dropped it on accident which popped off one of the scales, easily fixed with some epoxy, still a great gift for that lady (or other LGBTQ type person) that loves the Brighton look
