This is a bloodletter/lance this one has a locking mechanism, 2 lancets, a sheepsfoot shaped razor edge manual bleeder, some sort of a rod poking tool, and some other implement with a lip and sharp edge my best guess is a debridement tool, the handle is not brass but some other metal, it doesnt appear to be stainless steel and could possibly be nickel, and the blades are not carbon steel probably surgical steel, that could give you some idea of age, there are no makers stamps
