Looks like a crudely made India or Pakistani knife.

If it has the word, "TOLEDO" on it, it's an attempt to capitalize on the name recognition of similar knives made in Toledo, Spain.

My personal opinion is the knife has little to no collector value and not much retail value, either.

Someone else here might have a different opinion, but that's mine.

I think Charlie is likely correct about origin of this knife. Whereas it is unlikely to appeal to us mostly old fart collectors here, it is collectible if you like it. And, maybe in hand it feels really neat ?
Best advice to beginning collectors is buy knives that seem to actually 'speak to you' and try to not 'over pay'. Do some online research to see actual selling prices of similar knives to help you assess the value of the knives that speak to you.
