I have looked quite a bit around, but I have trouble dating this knife.

Never saw one with handles nearly identical to Camillus black Delrin handles. I have two Kutmaster "Workman" series knives and both have faux woodgrain plastic handles, one a modified knife like yours (my great uncle had replaced the screwdriver with another main blade for use as a loom knife) with almost black delrin woodgrain handles, and a hawkbill with brown plastic woodgrain handles.
I'm guessing sixties, as they have brown woodgrain today (and have since at least the '70s, as that's when my grandfather was issued his by Pittston Coal), and before the late '60s (as that's when my great uncle got his from the yarn maker he worked for).

My knife does not appear to be modified though and it is deadstock mint.
Are you saying Utica did not manufacture this knife in such configuration?

I noticed this Klein (made by Utica) had a date from a convention etched on its blade--it also has smooth Delrin handles. The National Safety Convention was in 1969 according to the knife. I haven't even seen one other than this with smooth handles.
