I've seen German fishing knives that folded up just like a Leatherman (complete with pliers in the same place)--way back in the '50s.

Plier knives go back to at least the early 1900's. In addition to the one pictured, there is also the PLI-R-NIF from around 1900.
These date to the late 1940s early 1950s. The 2 smaller ones are German and the larger French.
