I have had this for years, always thought it is bone. What do you think? I think I can see some cavities on the edges, but don’t exactly know. Maybe the tang stamp will help. Thanks Harold

I am going to say bone is my favorite guess on this one, but I do have one from that time that is a different material, but unknown to me; not Fosterene and probably not celluloid. My computer monitor is not showing detail much in your photo. I do think bone. Beautiful whittler.
