Adhesive for joining Belts
I have several belts that are new but old and the tape holding them together is failing. Is there an adhesive/tape or something I can apply to make them usable again?

For me, it's hard to determine what the issue is your confronted with.

Yes, if you want them to come apart and slap you. Contact cement.
I would just buy new belts.
