Need some advice

I ran across this 1970 10 dot Case 32991/2 2 blade knife. The handles are very worn but definitely cool. Do I have the handle replaced or just leave them as is. I don’t want to decrease the value. If someone could give me a idea on the value as is and with the handles replaced I sure would appreciate it

In this shape it's not worth much. You can't hurt the value with a rehandle, but it still won't be worth much.

It's not collectable, but a user. Replace handle material.

Welcome here, Oldknifeguy1948.
If the knife means something to you I would suggest you have it rehandled.
It will cost some but you won't regret it, especially if you want to carry that ol' cruiser.
It's a nice knife. I have had several knives recovered and they look great.
There are guys here that will do that for you. ::nod::
It will take a knife that isn't worth much monetary wise to one you will not want to leave behind. For sure.

I’ve had a couple of the same age, with deteriorated yellow composition handles, rehandled by Case with their current-day yellow composition. They did a great job, but they no longer pin shields so if they do it you’ll get a glued on replacement shield. Not sure if they still do rehandles on knives of that pattern (it’s discontinued), but you could ask. You may or may not have to pay for the work. The worst they can do is say “no”. As has been pointed out there are members here who can do it for you. Recommend you look at the Knife Repair forum viewforum.php?f=37, pick someone (or two or three) whose work you like, and send them a PM. If you don’t want yellow composition covers, they can put just about anything on it you want.

Were I in your shoes I would not do any thing else before Case's repair shop told me what they will do for me. If Case does not have parts to repair a 1970 3299 any more then it is likely they will offer a similar knife out of current production for free. Not long ago after 2 or 3 weeks of waiting a member gave up on hearing back from Case warranty and sold his Folding Hunter as it was. Very soon after selling it Case offered him a free knife. Be patient.

While my guess is many members think it is more important to keep the old blade with its 10 dots I'd also inquire about a new master blade.
