What in the world is this tool on my Chas Clements knife?

I've got this unique British knife with a tool I am unfamiliar with. It's on the bottom and looks like it would swing out info a long arm with a curve at the end. It doesn't open easily and I don't want to pry it open in case it's not meant to move that way.

Any info on the tool and whether this is a job/task specific multi tool would be appreciated

Definitely a hoof pick for removing a stone from a horses hoof. They can be difficult to open; they are designed that way so they dont fall open. Pattern is known as a horsemams kn knife. Nice one!

I can see a saw, a hoof pick, a screw driver, a cork screw, a leather punch, and a couple broken knife blades.
