Looks like it was used for everything but pruning. :)

I couldn't help him identify the tang stamp although we agreed that "warranted" was probably the last line.

Can anyone shed any light on this stamp?

Can't make out the first letter but the last name is Oates.

I seen Barlows made by them.

Thanks so much for the response, Dimitri. It's so strange; now that I look at the stamp it makes perfect sense.
Tweedales Directory has seven Oates listed. :D
