My daughter got this at a RenFaire. Supposedly a military guy traded it for another knife he wanted. Does anyone know what these markings mean? Thank you!

I believe that's a Speciolma knife, made in India, maybe 1960's or 70's? I know very little about them. They were/are known for their fish shaped handles.
