The reason is that of the four possible secondary blade types two start with "S" (spey, sheepfoot) and two start with "P" (pen, punch). Case made the decision to use the second letter of each blade type to designate that type, "P" sPey, "U", pUnch, "H" sHeepfoot, and "E" pEn since they are all different.
