It’s a rather simple mechanism; not much more than a tweezer-like gripper and an internal spring. Google “US patent 273222A” to see the description and drawing. Not too much can go wrong beyond internal corrosion and a broken spring. I’d try a soak with penetrating oil and a thorough spray with WD-40 or other pressurized product to help flush out the gunk. Perhaps you could also snake a thin but stiff wire into the barrel and move it back and forth for some mechanical rust removal action too.

Thanks for information I did soak it with pb blaster and air seems to have cleared some trash out of the barrel, works better, soaking again thanks
