Questions about this little darling pen knife...

Hey Folks, any ideas on what I've stumbled onto here??? Handle looks like real MOP, you can see the fracture on pin on reverse side scale. Both blades stamped O. D. Grey & Co. (looks like "O" at least; no county of origin indicator). NOT stainless as you can see. Both blades have half-stops and really great snap.

thanks in advance for any info...age, maker, country, etc. and sorry for the out of focus shots.
