Wester Bros Germany...but what is it?

This is what I believe to be a Wester Bros from Germany. The tang stamp is the anchor/star/arrow with Germany below it but no name marking. What is this knife / tool for?

That's called a rase knife or timber scribe used for marking timber and wooden barrels.
