wow ! just posted a American knife & shear co knife with the same odd punch blade in Q&A. I"m not sure about the punch blade on that case

The posted scout utility knife is a 640045R pattern that was made on contract by Utica Cutlery Co for case. Ulster and Camillus also made the 640045R pattern for Case.
