Hi all - I wanted to ask about this knife. It has a blade as shown and then a long blunt ended bar which rotates out. Can anyone tell me what this is for?

It's a basic penknife, most likely with silver handles. A blade is broken off/missing. The long bar is the backspring the blade rides on.
