It could be any of the great many Sheffield knife manufacturers as they all made sleeveboard pen knives.
I will guess IXL Wostenholm.

p.s. i just looked more closely at the pictures. No "Oil the Joints" so my guess is almost certainly wrong.

I would like the name on the tang stamp.
It is made in the U.S.A., but it is not "MADE IN THE U.S.A."
