Maybe a medical surgical device. Possibly a pedicure instrument. Pretty darn fancy. May be Tortoise Shell handles. Whats your idea? It is a non spring double ended with blades locking slip joint.

very cool, moss. appears to be a scalpel and probe pointed bistoury. surgeons used such tools for emergency surgery.
