Help ID a Japanese Hawkbill

Found another knife that I have no idea who the maker is. Anyone know?

Looks like it’s been rehandled. The age of the wood doesn’t match the age of the blade. Plus the proud pivot pin doesn’t look like the typical Japanese construction and the handle doesn’t quite reach the bolster.
I think looking up those Japanese words on the blade might be the best bet for determining a maker. Probably made for the local Japanese market and not an imported knife.

If it was not made for export I doubt it would have Made in Japan in English on the blade.

So it seems those characters mean Special Steel. I have a feeling it's back to square one...

I was able to get the translation, it seems to be Special Steel. So no luck on the maker, I guess.
