I believe these were made in Japan.I have a couple smaller versions with the same style of scrolling on the handles. At first I thought it might be older and possibly English due to the manicure blade but what gives it away is the cut off shape of the scissor blades. Most scissors in old knives have rounded edges on the top of the blades.Haven't seen one that size before. Here are mine.

The tang of clip blade says Stainless Oriental on one side and Made in Japan on other side. Also you can see Sterling wrote on the left side of the handle i can post a close up if you want? Does anyone know anything about these?
