Lee, it is from Germany and handles look to be pearl. The "R" means Rostfrei or stainless. It is not a maker's marking.
To help we need to see a picture of entire knife, both sides, blades closed and blades open plus close up of any other markings.

Good pictures Lee. Basically it is a "Gent's Pen knife" with a 'cigar band' & pearl handles. Stainless blades so no older than 1930's when stainless steel came into common use. Most likely made after WW II. Many good quality German pen knives are like yours and have no markings as to maker or merchant who sold them.
