I think it looks a little like some of the vintage PAL razor blades I’ve seen, but it’s not a perfect match. The knife has carbon steel blades and the scales seem to be nickel.
Any ideas?

Can you tell us what it says? I see a circle with letters inside but can’t make them out in your picture.
