You sure picked a good looking little knife to ask about. That one has character. Like the handles and the blade.

Goins lists a JACOBY & WESTER, NEW YORK; 1891 - 1904, founded by Charles and Max Wester and a man named Jacoby. They were an import firm and their knives were made by Wester and Butz in Germany. About 1904, the Wester Bros bought Mr. Jacoby out and changed the name to Wester Brothers.
Some of the knives had an anchor/star/arrow mark.
No other listing for Jacoby. Don't know if it's the same man.

I found one additional,, J. Henry Jacoby, Solingen with no date given but it says there are two men sawing a log stamped on the back of the tang.
