I think these are designed to cut out some of the finer 'underfur' ? hair that is in some dogs with very thick coats. Does the same job as a 'cutting brush'.
A dog groomer would be able to explain it first hand.

Spratt's was a large manufacturer of dog food dating to the mid-1800s. The company was very successful and branched out to selling other dog-related products such as kennels, collars, and so on. Spratt's was bought by General Mills in the 1950s.

Here's a similar Sheffield-made dog grooming knife. Jigged bone handles. Marked TITAN, another maker of dog food. I got it a few years ago from AAPK member coffeecup.

I got the knife in an AAPK auction benefiting Tank, aka Anthony Meeks, an AAPK member who had ALS and is no longer with us, except in memory. Anthony passed in 2017. I miss his posts but remember him especially whenever I see the knife.
