Case leg knife

My father was given a knife years ago by a man that found it in hiw grandfathers tackle box. I have researched many hours and I can't find a thing about it. Can anyone help....
smooth dark red handle with double white stripes(3 sets of these), metal ends, 2 blades, 3 inches long, Case XX tested(big C with bottom of c going all the way under the name. Both blades have the markings. I'm new to this so I don't know the knife lingo yet.

Sounds like a large one blade leg knife with candy stripe celluloid handles.
