Nope. Case introduced that pattern of thread snips about 1976-77. The stampings on Case scissors and Case household cutlery are far removed from, and bear no resemblance to, the stamps that they used on pocket and hunting knives.

Actually that one is a bit puzzling. I'll admit to never having studied Case scissors/shears all that much. But Elvis picked up a similar thread nipper a few years ago so I looked it up at that time. Just checked my Case catalogs and price lists again.

Case did not show any scissors/shears in catalogs or price lists prior to the 1950's, and the thread nipper does not show up until the 1977 catalog. And there it is shown as pattern #4045.

But yours does have an older appearance (even ignoring the stamp). So...maybe a mystery.

My main point holds - that markings on other Case cutlery products do not necessarily follow the pocket knife or hunting knife markings. For example, in the 70's, Case did not use the "dots" dating system on kitchen knives. In 1980, they added the "dots" dating system to kitchen knives, (even tough no one was collecting them) but for most of them they did not use the "lightning S" like on pocket knives, they used a regular S. But on some kitchen knife lines, they did use the "lightning S". Go figure.

Whatever it is I like it. I have seen plenty of Case Scissors before but I've never seen one of those. That's pretty cool.
