i think its been apart and put back together or just cobbled

don't think its fake but could be ...

Looking at that last picture, it does not appear to me that those blades belong in that frame.
Unless it's an optical illusion, both of those blades are wider than the springs. It surely did not come from the factory that way.

Looks like the knife has been taken apart at very least.
If I have seen further it is by standing on the shoulders of giants.

I have looked thru some books, and not seeing any catt, pattern like this

maybe someone else's frame , with catt . blades

Congress whittlers are a very rare pattern. That alone would make me skeptical.

The fit and finish on that knife is not up to Catt standards and as Dale said, the secondary blades are wider than their springs.
