Markings?

This one probably won't rate too high among the knife collecting purists but I think it's a cool little knife. For what I would call a "novelty knife", it has a lot of quality workmanship and is excellent condition... and there's a story behind it.
This knife was found in a locked trunk that was purchased from the estate of James Alexander Reed who was a U.S Senator and ran for president in 1924, '28, and '32. It has his initials engraved on the handle and came in the leather pouch shown in one of the pictures.
I'm wondering if anyone can tell me about the manufacturer or anything else about the knife? The only markings are two back to back F's on both sides of an anchor (see picture).
