Yes, it is Parkerized. I bought that set in a collection of about 25 Knife-Axe sets some 20 years ago. I do not know if it is original but always wondered if it could have been Parkerized for WWWII use. Maybe someone has seen one like this before. I have seen plenty of WWII era KABAR military knives with the same finish, so there is a possible military connection there.
