It is in fact a tie clasp.I also have two of them;one with silver colored handles and the other gold.One is marked USA and the other Colonial.Bottom two in the picture.

Not really;I have little occasion to wear a tie.I have several tie clasps in the shape of knives and/or swords.Here are a couple pics of tie clips and pins.
