what is it?

who can tell me what kind of knife this is? it is a tina germany and has 641/10 c on reverse
i know tina make alot of horticulture knives so i guess this has something to do with gardening?

I checked Levine's, Blade's Guide, and the Price Guide.
All pretty much have the same story
"budding and grafting knives" circa 1890 - present.
