My uneducated guess would be the 1930's . If it were my knife (which I wish it were) , I wouldn't price it for less than $600 . You sure have come up with 2 very nice pieces in your last 2 posts !

Mr. Blister, I know a guy that has 2 of those for sale with the same green bone. I believe its a pattern #62. Hes got $850 on one about like yours and $1000 on a rel bueaty. Thats one heckofa find.
