At first it looks a lot like an Electrician's Knife screwdriver blade, with a nick for stripping wire. But the tip of the blade looks too pointed (though it is tough to tell from that angle).
Do you mind posting some additional pictures showing the entire knife? Try to get pics that ate straight-on, with the blades open and with them closed.
