Anyone Recognize this Stamp/Knife

Here is a knife I recently bought on eBay. 3 1/4" long closed length, Handles are semi-transparent with a reddish-brown tint and not sure what the material is but it isn't celluloid. All the springs are very strong, stainless-steel blades and is a solid well-made knife. The toothpick looks to be horn. I've never seen this stamp before and not quite sure what to make of this knife as far as who made it or where it was made. Let me know if you can shed any light on this mystery.

I don't understand why knifemakers both past and present make a decision to use such obscure markings on their knives. Questions come up here on AAPK all too often trying to identify such non-descript marks and often enough the answers are not found. Miller Bro's is a great resource for answers like this so maybe he'll tune in.

Handles are probably some kind of horn, looks French to me? There are so many makers there….
