The tang stamp pictured below is NOT the same as the tang stamp in question.
However, it might get you started in the right direction.
Yours looks like:
SETTLE
CHESTER

A search of the internet for “Chester knife makers” returned several sites with information that indicates there were cutlery operations in the English town of Chester. One site has a list of hallmarks used by Chester cutlery makers (probably silversmiths). I did not pursue them any farther than that but it might be worth exploring, if you have not already done so. There might be a museum or historical society in Chester that could help.

The top line of the tang stamp appears to me to read "SETTLE". Don't bet the farm I'm right, but that's what I think I'm seeing.
