A search of the internet for “Chester knife makers” returned several sites with information that indicates there were cutlery operations in the English town of Chester. One site has a list of hallmarks used by Chester cutlery makers (probably silversmiths). I did not pursue them any farther than that but it might be worth exploring, if you have not already done so. There might be a museum or historical society in Chester that could help. ::shrug::

The top line of the tang stamp appears to me to read "SETTLE". Don't bet the farm I'm right, but that's what I think I'm seeing.
