Any One Recognize This Fixed Blade?

Guys, Submitting for a friend. He and I have searched high and low trying to identify the maker on this knife. Actually, the maker is J. Fowler as per the tang stamp but we find nothing about the man (or woman) any where. Just below the tang stamp is a pair of artsy initials and I believe them to be JF but that is not clear. The other side of the tang is dated 2-22-97.
My friend got the knife out of his deceased father's estate and never asked his father about the origin of the knife nor did he ever hear his father comment about the origin. It is a nice and well made knife.
Any info will be greatly appreciated.

Ray this might be him, I see he's from Texas. Information is from Knives 97 by Ken Warner...hope this helps.

Houston Price also lists a Jerry Fowler, P.O,Box 86, Thorndale, TX 76577. Pretty knife. J.O'.
