Ok, so far it's called a "shell puller" multi tool, pocket knife.
One side is for 16 gauge shotgun shells, the other side is for 12 gauge shotgun shells.
"Possibly" Germany made.
The tang stamp is still too blurry.
Besides the gauge markings, is that tang stamp the only stamp or marking on the knife?

Thanks for helping, that’s a new stamp to me. I have a Franz Fennel shell puller but this stamp I never seen. Thought it may be a Sheffield but no evidence to prove it.
