Military or Civilian?

Once again, I'm at a loss in identifying a knife. I picked this up for what I think is a good deal. How'd I do? No branch markings. No broad arrow. Just the stamp that says "England". Has the old style can opener, I think. Don't know if it's military or civilian. Found at a Canadian military surplus store. What do you think?

Can’t tell you much, but it has a nice full blade and looks like a deal if the price was right.

I'm guessing civilian made for export.
