It is exactly what the seller says it's for. It's a cigar box knife. The thin blade goes into the seam of the box and lifts it a little, the notch is to pull the nails holding the lid on, and the little extension is a hammer to put the nails back in.

This OP knife is indeed a cigar box knife as the Hilson Co. was involved in the cigar business. Good to note that not all knives of this type were exclusively designed for cigar boxes but also for any similar, small wooden boxes to include chocolates. I have owned several box knives over the years to include both fixed blade and folding knives. Here is a picture of a pearl handled folding box knife I used to own. The heavy steel hammer is located at the tail end of the knife.
