I have a little knife like the one you have posted. Not sure about the age but mine was a gift from one of my daughters many years ago. It was the same silver color as yours when it was new and after many years the finish wore down to a brass-colored base.
Mine is 3" closed length, tang stamp marked SHARP on the mark side and 440 STAINLESS over JAPAN on the pile side.
Basically a "gentleman's pocketknife or a Sunday go to meetin' type knife".
