It does look to be a custom made knife and nicely done. The blade design and components remind me Olsen knives from Howard City MI. Unusual that it is a picklock design and that makes it pretty uncommon for a custom. Maybe someone here will recognize the knife and have a better answer.
If I have seen further it is by standing on the shoulders of giants.

Nice looking knife. It is unusual, but unique in its own way. Clean it up, put a nice edge on it and make it a user.
