Copper Lock Question?
Has Case ever manufactured a Copper Lock with what I call a black steel or the politically correct term chrome vanadium blade?

Yes, the did make a CV Copperlock.
I believe the only ever made the Copperlock in CV on the yellow composition handled ones. See the attached article for all you would ever want to know about Copperlocks from Fall 1998'.
One thing I dispute in the article pertains to your original question. The yellow comp 31749L (Mini) and 31549 (regular) Copperlocks were in fact made in CV, not SS. Look at the list on page 3 of the article, says SS. See the pic of my 2 knives. Clearly shows CV on the tang and no "Lightning S". Both are 1998' just like the chart. Hell maybe they are SS as I have not tested the metal but they sure as hell are CV marked knives.
Tim my friend, I believe you may be referring to the EZ49. Not a locking knife nor Copperlock but pretty damn similar. Same frame I believe. See the bottom pic. Think I sold those to Monk. You may be totally right though as they may have very well made a Copperlock with a Wharnie. Don't know anything CASE post 2000 and very little about the 80s' and 90s''.

I have a regular Copperlock 97' Factory error stamp and a mini 98' Copperlock in your favorite handle material! SS blades though.

Shepard Hills currently lists a Dark Red Jigged Bone Mini Copperlock(61749L CV) in CV. Its Case XX knife #6996, listed as a New Item.
