Stag Rooster Year Made?

I have this stag congress rooster (possibly re-handled?), was wonderin' 'bout what year it was made, any info is most appreciated.

Don, I have no idea of the exact year, but the "Frank Buster & Son" stamp was adopted in 1994, if that helps any.

ddixon is correct about the tang stamp Don. You can't narrow it down to the exact year. The handles are probably the ones that came on it.
