Proto knife

I've been searching around the net trying to find out the who, what, when and where on this. But I couldn't find any info so I figure I'd post it here to see if anybody knows. It's about 3 1/8" closed with delrin? handles.

May not be related and I don't remember seeing a knife. But Proto is a line of mechanics tools sold through auto parts supply houses. I have some and we used them at them at my dads. That was in the 1960s through the 70s so I am not sure if still made.
