Unusual cigar cutter (question for Eustace, too)

I purchased this because of the MOP and because I have not seen anything quite like it before. It's about 1" by 1.5", pops open from the top, and the blades are spring loaded. It's a pretty solid little piece.
The only marking is on the back: three letters, whIch I thought at first were Cyrillic. However, they are reversed from the actual letters of ЧАГ. Admittedly, what I take to be a (backwards) Г could, instead, be a T. My question is: is it of Eastern European origin, as I think it might be? And is there a company known by those initials which might have produced it?
