I can't tell you is this is a British Navy knife or not. But, I can tell you that the first chapter of Michael Silvey's great book "U.S. Military Pocket Knives" shows pictures of many, very similar 19th century U.S. military knives that look just like the beauty in your pictures. And some were made for the U.S. Navy by British manufacturers.
