Old Voos pen knife & pipe cleaner

Hi
Just got this cool little pen knife in a package of old rusted parts pocket knifes. I was cleaning it up and the second blade was something I haven’t seen before. So as part of my self taught vintage knife collecting and reworking, I started cleaning it up. At first looked like an old fork handle but I think it might me silver. It turns out that the second blade is used for pipe cleaning. Has anyone seen one of these Voos made in USA knives before?

Thanks

The tool is NOT a pipe cleaner.

EDIT: I removed the fruit knife reference.

Gentleman's knife depending on the length it could be a watch fob knife.
Not a fruit knife, the other blade is a manicure blade. Filing and cleaning fingernails.

Agree, it's a manicure knife. The file in the blade is one telltale sign. The bail was for attaching to a watch chain. Fruit knives have neither.
