FOREIGN?

Many years ago I got a small knife w/imitation tortoise shell handles tang-stamped simply, ''FOREIGN''. According to BRL, this stamp was required on all knives imported to the USA just after the 1891 tariff act.
I'm not sure how long this was in force as my knife didn't look that old.
Fast forward to today when I bought a knife that was stamped, '' STAINLESS STEEL FOREIGN ''. This one is definitely not old and has no country of origin. It could be Chinese, Japanese, or even German origin. As Irecall, the original act targeted cheap German imports.
Anyone know anything about this?

Foreign was a brand in the late at least in the early 20th century.

if I recall correctly imports to the United kingdom have foreign marked on them. Hope this helps.
